Every domain registrar is required (under ICANN policy, for gTLDs) to publish an abuse contact — an email address and phone number for reporting misuse of a domain it sponsors, such as phishing, spam, or malware distribution. This tool reads that contact straight out of the domain's WHOIS record, the same place a registrar itself looks it up.
The registrar's abuse desk handles domain-level issues: it can suspend or lock a domain outright, but has no visibility into what's actually hosted on it. If the problem is content or traffic coming from a specific server rather than the domain itself, the hosting provider's own abuse contact (found via that IP's network WHOIS) is usually the faster route — the two are frequently different organizations entirely.
